ATTENTION DRIVERS

RE: WHIPPING

 

The following actions will be considered violations and penalties will increase in severity with repeated offenses.

 

71 IAC 7-3-13 WHIP RESTRICTIONS

 

(a)    Drivers will be allowed a whip not to exceed 3 ft. 9 in.,  plus a snapper not longer than 6 in.

(b)     THE WHIP, INCLUDING THE SNAPPER, MAY MAKE CONTACT ONLY ABOVE AND BETWEEN THE SHAFTS.  (Any whip marks on the abdomen and/or stifle area will be proof the whip or snapper went below the shaft.) 

(c)   The whip hand SHALL NOT GO BEHIND THE SHOULDER.

(d)   Drivers are not allowed to lay back in the sulky to gain more leverage with the whip.

 

(e)    Provided further that the following will be considered as excessive or indiscriminate use of the whip:

 

1.        Causing visible injury - bleeding and/or welts

2.        Whipping a horse after the race

3.        Whipping a horse that is exhausted or not in contention

4.       EXCESSIVE USE OF THE WHIP

 

(f)  Drivers shall keep a line in each hand from the start of the race until the top of the homestretch finishing the race.

PENALTIES FOR VIOLATIONS OF THE WHIPPING RULES WILL BE SUBSTANTIAL AND WILL DOUBLE WITH SUBSEQUENT VIOLATIONS.

                (a)  Drivers are NOT ALLOWED to lay back in the sulky, and handholds are to be adjusted accordingly.
                (b)  Drivers laying back in the sulky taking room away from a trailing horse may be considered an act of interference.
