Two levels of racing (Level A & Level B) were introduced for ISFC Events in 2001.   Prior to 2001, all fair racing was conducted in one level, with one final at Indianapolis.  There was a regular ISFC Event offered at the State Fair for other horses who did not make the Final.  However, this is the first year the "CAP" has been added to the Race Conditions for Level B.  If a horse has earned more than $5,000 during the year, the horse MUST move to Level A.
